农村干部作为基层组织的领头羊,关系着党和国家的各项政策在广大农村的落实和实施,在构建社会主义新农村起着不可替代的作用。一些农村干部在基层组织建设的过程中迷失了方向,走上了犯罪道路。检察机关作为预防、查办职务犯罪的权力机关,在现有条件下,一个瓶颈束缚着侦查农村基层组织职务犯罪的进展。
As the leader of grassroots organizations, the rural cadres are closely related to the implementation of the policies of the Party and the state in the vast rural areas and play an irreplaceable role in building a new socialist countryside. Some rural cadres lost their way in the process of building grassroots organizations and embarked on a criminal road. As a power organ that prevents and investigates job-related crimes, the procuratorial organs, under the current conditions, have become a bottleneck in the progress of investigating crimes committed by the grassroots-level organizations in rural areas.
