A bogey blindly depends on the “setter.” This is a problem that we need to attach great importance to in the start-up areas of Sino-foreign joint ventures. Because these regions lack experience in dealing with foreign companies, they do not have direct experience in the international market, they lack understanding of international markets, and they also have new technologies and equipment that are changing with each passing day. Little attention, coupled with the lack of talents in some of our applied disciplines, and the unfamiliarity of some people’s equipment and processes, make it easy for certain “setters” and “middlemen” who often use our office. The eager psychological characteristics of the joint ventures have brought some people out of their homes or are eager to find equipment for the owners to use. They profit from them and use our weaknesses in international business. They will eventually pull you down. For example, a city’s industrial authority and a foreign company cooperate to set up a joint venture and invest 18 million yuan.
