十六届五中全会将天津滨海新区(以下简称新区)正式纳入国家“十一五”规划,提出了把新区建设成为现代化制造和研发转化基地、北方国际航运中心和国际物流中心、宜居的生态城区。本文剖析了制约滨海新区经济进一步发展的瓶颈,提出滨海新区经济发展过程中存在的问题及加快滨海新区开发开放的对策建议。
