天保工程档案,即天然林保护工程档案,是在天然林保护生产建设活动中形成的,记录和反映天然林保护活动内容的档案。因为天保档案是在天然林保护活动中形成的,而天然林保护活动是一种生产建设活动,属于生产技术活动,所以,天保工程档案是科技档案的一种。天然林保护活动是林业生产建设的一部分,因而天保工程档案又属于林业科技档案的一部分。从大农业而言,林业又是农业生产建设的一部分,因而,也可以说天保工程档案是农业科技档案的一部分。
