Focusing on the spirit of the 18th CPC National Congress, Hunan Province proposed the strategic thinking of “increasing the volume of the three industries”, “strengthening the four modernizations” and “developing the five” so as to further inject new connotations into the construction of ecological civilization. The financial departments at all levels of the province have formulated financial policies in a scientific manner. Actively implement the various energy-saving emission reduction financial incentives (a) eliminate backward production capacity, encourage energy-saving technological transformation. Hunan Finance actively implements the Administrative Measures on Encouraging Funds for Central Bank to Eliminate Outdated Production Capacity, and focuses on such key lines as papermaking, cement, steel and nonferrous smelting
