2017年全国碳排放权交易市场启动,主要管控部门将对纳入碳交易的履约企业发放配额。历史排放数据的核查及配额的分配是碳交易市场的核心,而碳排放报告补充数据表是配额分配的关键参考表格。本文分析企业排放报告与补充数据表的联系与区别,并以化工生产企业的核查为案例说明在补充数据表的填报过程中需要注意的问题。
In 2017, the national carbon emission trading market will be launched and the major regulatory authorities will issue quotas to the compliance enterprises involved in carbon trading. Historical emissions data verification and allocation of quotas are the core of the carbon trading market, while the carbon emissions supplement data sheet is the key reference form for quota allocation. This paper analyzes the connection and difference between the enterprise emission report and the supplementary data sheet. The verification of the chemical manufacturing enterprises is taken as an example to illustrate the issues that need attention in the process of reporting the supplementary data.
