当前,我国人民政治经济生活中一个突出的热门话题就是国有企业改革。因为它“对建立社会主义市场经济体制和巩固社会主义制度,具有极其重要的意义”,而且关系到千千万万普通百姓的日常生活。而目前困扰我国国有企业发展的主要问题在哪儿呢?资金不足,债务负担沉重。在经历了80年代的“拨改贷”和“企业流动资金由银行全额供应”两大改革后,虽然国有银行全力支持国有企业改革,并为此付出沉重代价,但问题并未得到解决。

What are the major problems currently plaguing the development of state-owned enterprises in our country? There is not enough funds and the debt burden is heavy. After going through the two reforms of “calling for credit and changing loans” and “providing full liquid capital from banks” in the 1980s, the state-owned banks fully supported state-owned enterprise reform and paid a heavy price for it. But the problem has not been solved.
