十一届三中全会以来,党中央制定了一系列的方针、路线、政策。要把这些方针、路线、政策贯彻到广大农民群众中去,光靠少数领导干部组织群众开几次会、传达几次文件是不够的。特别是农村经济体制改革后,家家户户分散作业,集中开会的场所、时间也很难把握了。在农民难以集中的情况下,图书这一宣传工具便显示了它的优越性。它不受指令时间、场合、空间等条件的限制,农民群众可以随时到图书馆看书学习,逐步掌握、理解、消化党的各项方针政策。而党的方针、路线、政策一旦被群众所掌握,就会唤起广大农民群众自觉地与党同心同德地建设社
