无锡市崇安区的社区卫生服务实践,主要从提高认识,明确思路高定位;整合资源,构建网络高标准;创新机制,组织运作高效率;以人为本,为民服务高质量;突出公益,惠民措施高水准5方面入手,取得明显成效。但也发现仍存在社区卫生服务现行政策与实际有些脱节;工作人员的社会地位和能力偏低;收支两条线管理尚未实施到位等不足。为此,提出要解决现阶段社区卫生服务发展中的问题,务必要在社区卫生服务收支两条线管理和完善全科医师教育培训体系两个方面取得突破。
The practice of community health service in Chong’an District of Wuxi City mainly focuses on raising awareness and clarifying ideas; integrating resources and building high standards in the network; innovating mechanism and organizing operation with high efficiency; putting people first, serving high quality for the people; Measures to a high standard of 5 aspects, and achieved remarkable results. However, there are still some existing policies that are still out of line with the reality of community health services; the social status and ability of staff members are low; the two lines of revenue and expenditure have not yet been put in place. To this end, it is proposed to solve the problems in the development of community health services at this stage, and it is imperative to make breakthroughs in two aspects: the management of the income and expenditures of community health services and the improvement of the general practitioner education and training system.
