上海的科技事业一直在华东乃至全国都处于领先地位,尤其是近年来,上海的科技事业更是扶摇直上,迅猛发展。这其中,“18条”的制定功不可没。1998年,为了促进上海高新技术产业的发展,上海市制定了《上海市促进高新技术成果转化的若干规定》,简称“18条”。“18条”充分体现了上海市对科技事业的重视和关注。在“18条”的推动下,上海的高新技术产业化发展“如日中天”。 不仅是上海,其它地区像福建省的科技项目转化也正如火如荼地进行着,突出的例证就是2003年夏天,福建成功举办了“中国福建项目交易会”,顺利对接了2119个项目成果,引资295亿,取得丰硕成果。 但是,“管中窥豹”未必能“略见一斑”,全国整体的科研转化并不是“形势一片大好”,有些堪称科技专利的城市却正在为高新技术成果转化“难产”而竭力筹划新一轮“手术”方案。一些堪称世界顶尖的高新技术得不到充分、及时的转化。如何解决这一迫在眉捷的问题,已经不再是某个城市面对的问题,而是所有人、所有关注我国科技事业发展的人都无法回避的问题。
