关税减让是WTO(GATT)的基本原则之一。1994年关贸总协定第28条附加第一款规定:各成员方“在互惠互利的基础上进行谈判,以大幅度降低关税和进出口其它费用的一般水平,特别是降低那些使少量进口都受阻的高关税”。WTO(GATT)还规定,关税是货物贸易中唯一合法的政府保护手段,各成员方应不断降低关税,并对关税加以约束。
Tariff concessions are one of the basic principles of the WTO (GATT). Article 28 of the General Agreement on Tariffs and Trade GATT 1994 appended the first paragraph: Member States “negotiate on the basis of reciprocity and mutual benefit so as to substantially reduce the general level of tariffs and other expenses incurred in the import and export of goods, and in particular those which reduce the import of small quantities High tariffs. ” The WTO (GATT) also stipulates that tariffs are the only legitimate means of government protection in the trade in goods. Members should continuously reduce tariffs and impose tariff restrictions.
