关于我国农业机械化的问题,过去上边曾提出过不少方针,经过实践检验,证明有些是正确的,有些是不正确或不完全正确的。农机战线的同志有必要系统地进行一些总结分析,以期从理论和实践的结合上把问题搞得更明白一些,进一步提高自觉性,克服盲目性。一个方针正确不正确,关键看它是不是切合实际,而不在于执行得坚决不坚决。如果方针不正确,执行得越坚决,造成的不良后果就越大。对于党的十一届三中全会以前的农业机械化工作中的许多方针问题,已经作过一些总结,有了比较清醒的认识,但还需要结合这几年的实践,进一步加深认识,并尽可能上升到理论上。因为只有理论才能说明问题的本质。如果只是就事论事,就会使心里没有底数。比如,只认识到1980年实现农业机械化不可能、而不知道为什么这个口号不科学,那别人如果问,1990年可能不可能?你就不好回答。
