建立健全失业预警制度,是《就业促进法》赋予各级政府的重要职责,是做好失业预防和失业调控的前提和基础。工会是党联系职工群众的桥梁和纽带,《工会法》、《社会保险法》赋予了工会依法维护职工合法权益,参与社会保险重大事项的研究,工会协助建立健全失业预警机制,对于政府把握失业波动状况,制定相应的宏观调控政策,保证社会保障体系的良性运行以及经济社会的可持续发展具有重要意义。
Establishing and perfecting the early warning system for unemployment is an important duty that the “Employment Promotion Law” gives all levels of government and is a precondition and foundation for doing a good job of unemployment prevention and unemployment control. Trade unions are the bridges and ties between the party and the workers and staff members. The “Trade Union Law” and the “Social Insurance Law” give the trade unions lawful rights and interests to safeguard the legitimate rights and interests of employees and participate in research on major social insurance issues. The trade unions assist in establishing and improving the unemployment warning mechanism. It is of great significance to formulate corresponding macro-control policies and ensure the sound operation of the social security system and the sustainable development of economy and society.
