今年以来,我国一些地区发生了不同程度的旱情,黄河以北大部分地区、西南南部及华南西部发生了严重春旱,重庆、四川、内蒙古、甘肃、宁夏、湖北、贵州等地发生了严重的夏旱和伏旱,给城乡居民生活和工农业生产造成严重影响。而在我国东南沿海,受强热带风暴“珍珠”、“碧利斯”、“格美”等的影响,湖南、福建、广东、广西、江西、浙江等省区遭受了近年来最为严重的洪涝灾害。8月23日,温家宝总理主持召开国务院常务会议,研究部署抗灾救灾工作。会议要求各级政府要以对人民高度负责的精神,扎扎实实做好抗灾救灾各项工作。
