北京的社会治安状况,一直是政协委员们关心、百姓们注目的问题。日前,北京市政协社法委与台盟北京市委联合进行了“百案剖析”,即抽样调查了本市已破获的100起重大刑事案件,本市社会治安现状从中可略见一斑。这次调查的100起案例,依案情不同可分四类:盗窃案52起,行凶杀人案22起,抢劫案18起,流氓强奸案8起。共涉及案犯412人,这些人有以下特点: 青年人犯罪多。18岁至35岁的有355人,占86%,他们年轻但凶狠、作案不计后果,对社会危害大。低文化水平者多。初中以下文化程度的有357人,占87%,他们素质低,法制观念差,作案有恃无恐。无业者多。有230人,占56%,由于无正当职业,他们往往聚成专门作案的群体。团伙多。涉及65个团伙,325人,占79%。这些年轻、无业、低文化素质者纠集在一起,团伙作案。外地人多。百案中涉及外来人口176人,占43%。从全市看,近年外地人在京作案占本市案比例直线上升:1992年占37.6%,1993年占43%,1994年占46.2%,
The social security situation in Beijing has always been a matter of concern to CPPCC National Committee members and people’s attention.
