以更加积极的态度主动出击蒋如铭厅长认为,卫生部门如何引导舆论,把改革开放以来特别是“十五”时期我国卫生事业发展取得的巨大成就宣传到位,把卫生发展所面临的形势与挑战与社会沟通,卫生部门应该采取更加积极的态度,主动出击,加强宣传。实践证明,在党中央、国务院的领导下,卫生事业确实取得了长足的进步,在忠实地为人民提供医疗卫生服务保障方面做了大量的工作,这些必须要客观地、实事求是地看待。要让卫生界内外的同志都能更清楚、全面地了解、正视卫生工作所取得的成绩、卫生工作的现状以及卫生工作目前所努力解决的问题;看到党中央、国务院在促进协调发展方面所做的努力、取得的进展以及发展的前景,才能进一步增强广大干部群众改革
