西安市地方税务局在进行局域网建设,开发与应用税收征管信息系统方面取得了较大的成绩。到1997年底,全市各基层局已实现了局部网络化,并以此为依托实现了基层税收征管业务的计算机化处理。但是随着计算机应用的不断深入和征管软件各种新功能的不断推出,涉及到的部门越来越多,如何实现跨地区、跨部门的信息交流已经成为迫切需求。《西安地税税收管理信息系统》是西安市地方税务局国家税务总局关于“科技兴税”战略思想和税收电子化总体规化的要求,结合税收征管改革需要,由北京长天博泰有限公司和西安市地方税务局共同研制开发的大型税收应用系统。该系统由三大部分组成,分别是征管信息系统、税务查询和税务所柜台作业管理系统、电脑、电话和IC卡申报系统。
Xi’an Local Taxation Bureau made great achievements in LAN construction, development and application of tax collection and administration information system. By the end of 1997, all the grassroots bureaux in the city had realized partial network and relied on them to realize the computerization of tax collection and management at the grassroots level. However, with the continuous application of computers and the continuous introduction of various new functions of collection and management software, more and more departments are involved. How to achieve cross-regional and inter-departmental exchange of information has become an urgent need. Xi’an Local Taxation Administration Information System is the requirement of the State Administration of Taxation of Xi’an Local Taxation Bureau on the strategic idea of “taxing science and technology” and the general regulation of taxation electronicization. In combination with the reform of tax collection and administration, Beijing Changtian Botai Co., Ltd. and Xi’an Local Taxation Bureau jointly developed a large tax application system. The system consists of three parts, namely, collection and management information system, tax inquiry and tax counter operation management system, computer, telephone and IC card declaration system.
