能源是世界经济的关键所在,能源安全影响着各国外交政策及全球经济,必须对能源安全问题给予持续不断的关注。在未来一、二十年里能源安全的现实威胁主要来自地缘政治,中东地区和社会秩序的混乱、全球恐怖主义威胁着整个供应系统。多样化的供应源是安全保证的关键,也是能源安全的起点。90年前丘吉尔的这句格言至今仍然放之四海而皆准。无论是现在还是将来,在讨论能源安全时我们都必须牢记这样一条法则——撒切尔法则:“意想不到的事情总会发生,你最好有所准备!”对于能源安全问题必须防患于未然。
