“七五”期间,全国市话发展迅速,成就显著。究其原因有三:一是社会需求迫切,二是政策对头,三是专业经营。借此优势,纵横驰骋,在邮电通信发展史上写下了光辉的篇章。“八五”期间,市话通信任务更为繁重,靠什么去完成呢?我认为,重要的是抓好经营、服务、效益这三个关键环节,在总结过去的基础上,开拓前进。重视经营文革时,通信是“专政工具”,邮电部门不敢讲经营;八十年代,邮电通信属生产服务型,只讲生产服务,不提经营,不讲效益。九十年代,邮电企业转变为经营服务型,适应了改革开放和商品经济发展的需要。市话专业产品属企业自产自销,在邮电部门实行经济体制改革以来,企业有了很大的独立自主经营权,从而为搞活经营提供了良好条件。随着商品经济的发展,市话专业经营也遇到激烈
During the “Seventh Five-Year Plan” period, the local telephone numbers in the country have been developing rapidly with remarkable achievements.
