The general characteristics of the national water regime in the flood season of 1985 are: partial drought in most parts of the country (please refer to issue 4 of the journal, “The State of Drought and Drought Relief in 1985”, 1985). Most of the northeast region experienced floods. Rainfall in the flood season was obviously more than normal in the northeast and southeast, generally four to eighty percent higher than that of the normal years.
