湖南省高危行业门类齐全,企业数量众多,安全基础非常薄弱。一些“散、小、粗、差、乱”的企业,在安全生产方面整改无望。哪怕是保留下来,也是一颗“定时炸弹”。还有的企业唯利是图、利令智昏、铤而走险,随时可能引发事故。加快淘汰落后产能,不仅是促进产业结构优化、转型升级的迫切需要,也是减少事故源、防止发生生产安全事故的迫切需要。近年来,湖南省高危行业整顿关闭攻坚一直处在进行时。
