The 2006 China Air Transport Development Report shows that China’s civil aviation ranks second in terms of total air transport volume and passenger turnover in Contracting States of the International Civil Aviation Organization (ICAO) and continues to maintain its growth rate above the world average 9.8 percentage points of the development of the situation. In 2006, Boeing China’s Current Market Outlook (CMO) predicts that in the next 20 years, the Chinese market will require nearly 2,900 new aircraft. In the meantime, the “China Talent Report” of the 2007 Chinese Academy of Personnel Sciences predicts that China will need at least 240,000 civil aviation personnel in the next 20 years. This is an unavoidable challenge to China’s airlines in how to solve the bottleneck constraints of core human resources in the booming industry opportunities.
