1 事故经过1996年6月10日10时左右,某县 电力服务总公司修试部继保班,在水北 变电站对10kV水北线173开关进行跳 闸事故后检查,检查结果须做CT一次通 流试验。为了察看工作条件,修试部副主 任周××走至开关柜后面查看。约10时 20分左右,在没有办理任何许可手续的 情况下,周叫副值班工谢×× 打开173 开关柜后下网门。谢问周:“要干什么?”, 周说:“要看一下”。谢告诉周:“水北线 173线开关在检修,线路侧和10kV母线 侧带电”。周回答说:“我知道”。接着谢和 周走到173线开关柜后面。在开门时谢 还对周说:“里面带电能不能开?”。周答: “能,没事”。于是谢就把下网门打开。开 完下网门后,谢再次交代周:“里面有电,
