舟山市是海岛市，有居民９７．６万，设两区两县，面积为２２２１６平方公里，人口居住密度为７８７人／平方公里。县以上医疗机构１０所，分布在４个大岛上，５６个岛的医疗任务由村卫生室完成，还有一些岛屿无医疗机构，因此，岛上居民死亡原因是心脑血管病和意外创伤。为加强急诊服务，应改变单一医院急诊模式，设立“依托医院急诊模式”，不仅配备灵敏通讯装备，还应配备急救船和直升飞机，使之成为功能齐全、结构合理、设备完善的为社会提供急诊急救服务的网络化的独立实体，并能实施有效指标，彻底改变急诊急救现状。

In order to strengthen emergency services, the emergency mode of single hospitals should be changed and a “relying on hospital emergency mode” should be established. It should not only be equipped with sensitive communication equipment, but also be equipped with first aid ships and helicopters to make it a fully functional, well-structured and well-equipped society. A networked independent entity that provides emergency first aid services and can implement effective indicators to completely change the status of emergency care.
