一、关于水车、步犂、农械、农药、化肥清理办法如下(一)贷到农民手中的水车、步犂、农械基本上具备使用条件者,依下列办法处理:1.凡基本上具备使用条件,但因群众不懂技术而被搁置者,应积极进行技术指导,教会农民使用技术。2.凡因质量不好须加修理方能使用者,应由原推销单位免费修埋,其因缺乏零件,始终搁置未用者,应由原推销单位无代价的装配零件,但因使用损坏需要修配者,应酌收零件修配费。3.为了扶植农民生产,鼓励农民使用新式农具,凡一九五二年出贷之水车、步犂、农械应按照一九五三年各地实际出售价格减价,贷款应按减价后的本息计算。4.凡农民贷到之水车、步犂、农械,因上述原因搁置未用,贷款亦未清偿者,实物搁置期间免计利息,贷款应按规定归还。(二)贷到农民手中的水车、步犂、农械,如根本不具备使用条件,或质量坏无法修理,或农民确实个愿使用者,应由原实物供应部门收
