从公共政策过程视角看,政府规制是多元利益主体的博弈过程。各种利益主体的压力、游说和直接决策者价值偏好的变化,最终决定了政府规制的政策安排及其变迁。为了维护社会和谐,需要实施利益平衡规制,完善多元利益博弈的制度平台,保障弱势群体的利益表达权,抑制分利集团及其行为。
From the perspective of public policy process, government regulation is the game process of diversified interests. The pressure of various stakeholders, lobbying and changes in the value preferences of direct decision makers ultimately determine the policy arrangements and changes in government regulation.
