经济发展的软环境内容十分广泛,主要包括法制、政策、市场、人事、管理和服务等。近几年来,任县县委、县政府重视经济发展的软环境建设,先后出台了一系列政策法规,使该县经济建设软环境逐年有所改善,全县经济的发展出现了喜人的局面。但也存在一些问题,主要是:一、政策兑现率低,上级政府制定的若干优惠政策难以落实。二、企业负担过重,职能部门缺乏主动为经济建设服务的意识,只注重眼前利益,搞竭泽而渔。三、执法部门对企业了解、支持、服务不尽如人意。全面落实县委、县政府优化经济环境的政策还有大量工作。四、各宏观部门重收费、轻管理,“三乱”现象依然严重。
