基础教育由应试教育向素质教育转轨,是教育领域的一场深刻革命。这一转轨要求,把以应付考试(特别是升学考试)为中心的教育教学活动,真正转到面向全体学生,培养学生德、智、体全面发展,全面提高学生素质的正确轨道上来。这是一件关系我国二十一世纪发展全局的大事。 向素质教育转轨,一个带有决定意义的关键问题是,人们思想认识上首先要“转轨”,这就是要转变教育思想和教育观念。例如,对“考试”就需要重新审视,重新认识。
The transition from exam-oriented education to quality education in basic education is a profound revolution in education. This transition requires that the education and teaching activities centered on dealing with examinations (especially the entrance examinations) should be truly turned to all students and cultivate students’ moral, intellectual and physical development in an all-round way, and improve the quality of students. This is a major event that concerns the development of our nation in the 21st century. To transition to quality education, a key issue with decisive significance is that people must first of all “climate” in their ideological understanding. This is to change educational ideas and educational concepts. For example, the “examination” needs to be re-examined and re-understood.
