日前,国家经贸委副主任李荣融在谈到当前企业改革与管理工作时,要求以“规范建立现代企业制度和切实加强企业科学管理”作为两大杠杆,促进国有企业改革与脱困既定目标的实现。要尽最大努力使大多数国有大中型亏损企业摆脱困境,在大多数国有大中型骨干企业初步建立现代企业制度,切实完成重中之重的任务;要以改革的精神突出地抓好管理工作,在转变企业经营机制的基础上引导企业从严治企,大力提高科学管理水平,提高企业的素质和市场竞争力;在确保完成国有企业改革与脱困阶段性目标的同时,搞好阶段性任务与中长期目标的衔接,以适应跨世纪的经济环境变化和经济体制改革的要求
Recently, Li Rongrong, deputy director of the State Economic and Trade Commission, mentioned the current corporate reform and management work as the two major levers to “standardize the establishment of a modern enterprise system and strengthen the scientific management of enterprises” so as to promote the realization of the stated goal of state-owned enterprise reform and withdrawal. We should do its utmost to get the most large and medium-sized state-owned loss-making enterprises out of their predicament. At the initial stage of establishing a modern enterprise system in most state-owned large and medium-sized backbone enterprises, we will accomplish the tasks most important and above all else. We should give prominence to management in the spirit of reform, On the basis of changing the operation mechanism of enterprises, we should guide enterprises to strictly administer enterprises, vigorously raise the level of scientific management, and improve the quality and market competitiveness of enterprises. While ensuring the completion of the phased objectives of the reform and the phase-out of state-owned enterprises, Long-term goal of the convergence in order to adapt to cross-century economic environment changes and the requirements of economic restructuring
