基于我国经济联系具有沿海带内地、内地促沿海的特点,本文提出了按珠江流域经济区、长江流域经济区、华北经济区、东北经济区和远西部特殊经济区进行空间经济组织的构想,即“4+1”经济区构想。基于西部大开发的长期性和艰巨性,建议国家将西部大开发战略放在更加突出的位置。为了使政策更加公平,建议按各省份的发展水平确定国家投资补助和中央财政专项转移支付补助。根据贫困地区、生态保护区、粮食主产区、老工业基地和高新技术产业开发区的具体特点和要求,制定针对性更强的支持性政策。
Based on the characteristics of China’s economic ties with the coastal belt in the hinterland and the coastal areas promoting the coastal areas, this paper proposes the idea of carrying out spatial economic organizations according to the Pearl River Valley Economic Zone, the Yangtze River Economic Zone, the North China Economic Zone, the Northeast Economic Zone and the Far West Special Economic Zone “4 +1 ” economic zone concept. Based on the long-term and arduous nature of the large-scale development of the western region, it is suggested that the state should give prominence to the strategy of extensively developing the western region. In order to make the policy more fair, it is suggested that the national investment allowance and the special transfer grant of the central finance should be determined according to the development level of each province. According to the specific characteristics and requirements of poverty-stricken areas, ecological reserves, main grain producing areas, old industrial bases and high-tech industrial development zones, more targeted supportive policies are formulated.
