近年来,市机关采取多种途径,在落实党员主体地位、保障党员民主权利等方面取得了一些成效,同时也还存在着一些问题。进一步落实党员主体地位必须多方举措,包括以民主平等意识为核心继续加强机关党员主体意识教育;建立健全党内权利保障机制,增强各项制度的可操作性;将“一把手”监督作为落实机关党员主体地位重要环节;把完善党员议事会制度作为实现党员主体地位的有效途径;落实党建工作责任制,为实现党员主体地位提供组织保障;完善竞争上岗制度,为落实党员主体地位提供动力机制;大力加强党内民主环境建设,积极营造党内民主氛围。
