记者:上世纪80年代中期,民政部门便提出了“社会福利社会办”的城市社会福利事业改革思路,2003年,民政部门继续改革社会福利事业单位管理体制,探索建立与市场经济相适应的社会福利事业的运行机制。一是进一步深化国有福利机构的改革充分发挥骨干、示范和辐射作用;二是建立和完善民办福利机构的评估和监督机制,培育和发展社会福利领域的行业协会;三是落实和完善民办福利机构的优惠政策和鼓励措施。不知熊会长是否认同这种改革方向?
