黄石大冶市可谓湖北的老工业基地。然而,老,便意味着“国企包袱”必然沉重,部分职工生活困难。职工有困难,自然就会找政府。市委市政府领导充分理解:职工有困难,不找政府找谁?但要从根本上解决问题,还得靠改革、发展。于是,1997年,大冶市在全省率先迈出了企业改制步伐。改制伊始,面临的问题很多:职工的思想承受能力问题,改制后的所有制问题,改制的程序问题,职工的安置和经济补偿问题,改制后职工的就业问题,改制期间的社会稳定问题……党的十五大虽然指明了前进的方向,但具体操作时,既无先例可遵,又无规章可循,只好“摸着石头改制”!1997年,大冶市委着手制订关
