近5年来,灵石县法院同煤管局、安全监督委员会、工商、税务等有关部门密切配合,调处煤窑各类纠纷138起。作者在此对煤窑纠纷产生的原因及对策谈点粗浅意见。一、煤窑生产中的纠纷与原因1.无证开采引起的纠纷。有些人在开采中为了集体和个人的利益,钻制度不完善的空子,不经矿产资源局和煤管局等有关部门批准而私自开采,给国家资源造成重大损失。
