奉化危楼又一次敲响了工程全寿命周期质量问题及施工人终身的质量责任的警钟。施工人该如何面对、承担和化解工程全寿命周期质量风险?2014年4月4日上午,浙江奉化一栋建成使用不满20年的居民楼突然发生粉碎性倒塌,造成住户1死6伤的严重后果。4月8日,参与建设施工的3名直接责任人员因涉嫌工程重大安全事故罪被奉化公安机关依法采取强制措施。工程质量问题的堰塞湖在施工人的头顶上盘驻,施工人成了高危职业。施工人如何面对、承担和化解工程全寿命周期质量风险呢?笔者以媒体报导的奉化居民楼倒塌情况为例分析如下。
