生态效益型经济发展道路既重视经济效益,又重视生态效益。生态效益型经济发展道路的困难来自:经济发展所需资金;环保事业对投资者缺乏吸引力;经济发展与环保对宏观政策目标具有不同的影响,权衡得失决策时易受阻;环保需要新技术。在我国解决的方式:在某些经济发达地区早已自发走上先发展经济,后治理环境的方式:在生态环境尚未遭到较大破坏的地区可采用边发展经济,边治理环境的方式:将环保纳入经济发展的轨道在我国具有较大的运用性。
