政府财政介入循环经济发展的理论基础是外部性理论。为使外部效应内在化,应主要采用购买性支出政策、财政补贴政策、以及构建符合中国国情的绿色税收制度。
The government’s financial intervention in the development of circular economy is based on the theory of externality. In order to internalize the external effects, we should mainly adopt the purchasing expenditure policy, the fiscal subsidy policy and the green taxation system in line with China’s national conditions.
