一九八六年二月二十四日国办发[1986]13号国家经委提出的《一九八六年——二○○○年全国包装工业发展纲要》,已经国务院原则同意,现转发给你们,请结合本地区、本部门的实际情况贯彻执行。包装工业是新兴工业。办好包装工业,可以促进工业、农业、商业的发展,特别是对出口贸易和避免目前包装不善造成的损失,起着重要作用。包装工业的发展,对于方便和改善人民生活,对于我国的现代化建设,具有十分重要的意义。包装工业发展纲要是指导全国包装工业发展的重要文件。各地区、各部门要结合实际情况,根据纲要提出的目标和要求,制定实施计划,采取有力措施,通力协作,尽快把我国的包装工业搞上去;要与中国包装技术协会和中国包装总公司共同搞好全国包装工业的统筹规划,并在人才、资金、税收、外汇和物资等方面给予支持,努力实现包装工业发展纲要提出的目标。
On February 24th, 1986, the State Council issued the “National Outline for the Development of the Packaging Industry from 1986 to 2000” proposed by the State Economic Commission No. 13. The development of the packaging industry is of great significance for the convenience and improvement of people’s lives and for the modernization of our country. The outline of the development of the packaging industry is an important document guiding the development of the national packaging industry. All localities and departments shall, in light of actual conditions, formulate plans for implementation in accordance with the objectives and requirements set out in the outline, take effective measures, and work together to promote the packaging industry in China as soon as possible; they must cooperate with the China Packaging Technology Association and China Packaging Corporation. Do a good job in the overall planning of the national packaging industry, and provide support in terms of talents, funds, taxes, foreign exchange, and materials, and strive to achieve the goals set out in the development outline of the packaging industry.
