管理是艺术,管理是科学,管理也是一种资源,管理出效益。这已为管理者通晓的道理,所以图书馆的管理者要同企业家一样注重管理,善于管理。管理是将事物控制在某种状态下的人类活动。一般意义上说,管理着眼于单位内部因素,针对当前工作问题,实施科学方法,合理利用人力、物力、财力,达到预定的目标。战略管理,不仅考虑内部条件,还要考虑外部条件,不仅考虑当前,还要着眼未来,这种全方位的管理,可以称做战略管理。以大连图书馆而言,1984年至1986年,在全国改革大潮的推动下进行了3年改革,这是一个完善内部管理机制的过程,这个过程中做5件事:改革“大锅饭”的管理体制,
