抗击非典期间,朝阳区2200多名青年志愿者开展了形式多样的防治非典活动,受到了社区居民的好评。在非典疫情缓解直至解除后,如何继续凝聚这一在特殊背景下产生的青年志愿者群体,满足他们希望继续为社会服务的愿望,扩大青年志愿者服务覆盖面?朝阳团区委决定推出“星期六志愿服务日”品牌工作,并以此进一步探索构建团组织的社会动员机制。2003年5月15日,朝阳团区委《关于组织团员青年开展“星期六志愿服务日”活动的通知》正式下发,朝阳区青年志愿者协会“星期六志愿服务日”活动正式启动。团区委进一步明确了“星期六志愿服务日”的核心内容和工作重点:
