Affected by the financial crisis, labor disputes have entered a period of high incidence, business failures, layoffs and other conflicts arising from labor relations have frequently occurred. In 2008, labor dispute acceptance cases in Jing'an District increased by 135% over the same period of last year, and the number of cases handled in the first quarter of 2009 also increased by 60% over the same period of last year. According to the distribution of enterprises in labor dispute cases, there are more unbuilted trade unions than the unions already built, more small enterprises than large enterprises, more private enterprises than foreign-funded enterprises and non-public enterprises
