《中共广东省委、广东省人民政府关于依靠科技进步推动经济发展的决定》(粤发[1991]24号,简称“24号文”)成为全国第一个以省委、省政府的名义颁布的依靠科技发展经济的决定,也成为广东经济社会发展一个具有标志性意义的文件,为解决“两张皮”问题指明了政策方向,标志着广东从此真正步入到依靠科技进步推动经济发展的新轨道。
