The Central Party Committee and the State Council called for nationwide efforts to increase production, increase revenue and reduce expenditure, and all walks of life have acted. Some of our water conservancy departments have responded positively and have achieved some success. Some are now deploying and starting to mobilize. Some have not seen any action so far. This is noteworthy. There is a view that the water conservancy department compared with other departments, “double plus double” “oil and water is not big.” This view is not realistic. Water conservancy departments at least in the following aspects have the potential to dig: First, save money. Water conservancy construction, by various channels, all levels of funds together, each year
