反腐败斗争形势依然严峻 ,腐败案件恶性升级。严惩是反腐败方略的首要选择。严惩的主要功能在于打击腐败分子的嚣张气焰 ,要从根本上遏制腐败 ,尚需社会系统性反腐败措施加以配合。按照社会系统性反腐方略的要求 ,应将具体的腐败过程进行系统性透视 ,在腐败意识层面加强防范 ;任何改革方案都必须有与之配套的反腐方略 ;应从官员与非官员互动的视角设计反腐方略
