五花八门的达标升级活动加重了农民负担,这是目前农村突出反映的又一问题。近年来,许多部门、行业在农村大搞各种形式的达标升级活动,一些达标项目冲击了农业的正常生产,超出了农村实际需要,附之的各种费用直接或间接地转嫁到农民头上,农民已承受不起。据湖北省枝江县调查,全县涉及农村的各类达标活动多达24大项、31小项,涉及22个部门和单位。(1)保险公司的保险先进县达标;(2)人武部的民兵基层建设达标;(3)体委的体育先进县达标;(4)电力局的标准配电台区建设达标;(5)农业综合开发办的综合开发项目验收达标;(6)组织部的农村党支部达标;(7)政法委、公安局的社会治安、户政管理规范化建设;(8)民政局的双优模范县达标;(9)统计局的统计工作规范化建设;(10)组织部
A variety of standard upgrading activities aggravate the burden on peasants, which is another prominent issue reflected in the rural areas. In recent years, many departments and industries have engaged in various forms of standard upgrading activities in rural areas.
