1 改制前的农电现状 新疆沙湾县地处天山北部玛河西岸,全县共有14个乡(镇、场),总人口19万人,电力建设始于1977年。由于历史原因,多年来沙湾县一直存在着两个供电部门,即大网奎屯电业局沙湾供电局和沙湾县地方电力公司。奎屯电业局沙湾供电局成立于1992年,为沙湾县金沟河乡、安集海镇等4个乡(镇)及部分工业用户供电。该局拥有35kV变电站3座,10kV线路70余km。1998年供电量9800万kV·h。沙湾县电力公司是沙湾县的大型国有企业,成立于1994年,拥有小水电站4座,总装机容量13030kW,年发电量5000万kW·h,110kV线路40.7 km,35kV线路173.4km,35kV变电站7座.为9个乡(镇、场)及城区供电。1998年供电量7868万kW·h。由于在同一县境内存在两个电力企业,全县在电力规划建设、电价、生产技术等方面管理标准不一致,缺乏统一的电力调度,电网时常处于超负荷状态运行。因双方竞争供电市场,又导致重复建设、浪费资源等问题,严重制约了全县农村经济发展和农
1 Status of rural electricity before restructuring Xinjiang Shawan County is located on the west bank of the Mahe River in the northern part of the Tianshan Mountains. The county has a total of 14 townships (towns and fields) with a total population of 190,000 people. The construction of electricity started in 1977. Due to historical reasons, there have been two power supply departments in Shawan County over the years, namely the Shawan Power Supply Bureau of the Dawang Kuytun Power Bureau and the Shawan County Local Power Company. The Shawan Power Supply Bureau of the Kuitun Power Bureau was established in 1992 to supply power to four townships (towns) and some industrial users in Jingouhe Township and Anjihai Town in Shawan County. The bureau has three 35kV substations and more than 70km of 10kV lines. The power supply in 1998 was 98 million kV·h. Shawan County Electric Power Company is a large state-owned enterprise in Shawan County. It was established in 1994. It has 4 small hydropower stations with a total installed capacity of 13030 kW, an annual power generation capacity of 50 million kW·h, a 110 kV line of 40.7 km, a 35 kV line of 173.4 km, and 35 kV. Because there are two power companies in the same county, the county has inconsistent management standards in terms of power planning and construction, electricity prices, and production technologies. There is a lack of unified power dispatch, and the power grid is often in an overloaded state. Because the two sides competed for the power supply market, they also caused problems such as redundant construction and wastage of resources, which severely restricted the county’s rural economic development and agriculture.
