《投资基金法》已列入九届全国人大常委会的立法规划,由全国人大财经委员会主持起草工作,起草领导小组于1999年3月成立,我担任起草领导小组组长。两年来,《投资基金法》草案经多次讨论、修改,目前已经基本完成,准备不久将由全国人大财经委员会进行审议,再提交全国人大常委会审议。两年内,我们曾就投资基金立法起草过程中所遇到的若干重要问题展开研究,初步形成一些看法。这些问题是:一、统一立法还是分类立法?当前在我国经济生活中,存在着证券投资基金(Unit Trust or
The Law on Investment Funds has been included in the legislative plan of the Ninth NPC Standing Committee, drafted by the Financial and Economic Committee of the NPC, drafted the leading group, which was established in March 1999 and I was the leader of the draft leading group. Over the past two years, the draft Investment Fund Law has been discussed and revised many times and has now been basically completed. It will be reviewed by the NPC Financial and Economic Committee in the near future and submitted to the NPC Standing Committee for consideration.
