According to the circular of the Ministry of Water Resources, the annual comprehensive assessment of implementation of the Central Water Conservancy Investment Plan of Henan Province in 2012 was rated as excellent, ranking No. 8 in all provinces (municipalities and autonomous regions) across the country. In accordance with the “Measures for the Implementation of the Central Water Conservancy Investment Plan Examination (Trial)” issued by the Ministry of Water Resources, the Ministry of Water Resources paid attention to the national water conservancy investment in 2012 in three aspects: the implementation of the central investment plan, the implementation of the local supporting investment plan and routine management;
