从去年党的十六大产生新总书记到今年“两会”产生新总理，社会各界在感慰平稳换届之时无不翘首，普遍对新一代“平民政府”的“亲民”举措给予定评，也对更为实事求是的政策取向寄予厚望。为此，中国负责任的知识分子们逐渐开始给人以“讲大局”的成熟感，甚至在无形中自然地与政府共同形成“保稳定”的自律。这恰恰是新总理得以有别既往践行“科学决策”的难得的政治机遇。本刊同仁位卑未敢忘忧国，多次组织或参与那些满腔热血为党分忧的学者讨论，并曾经在十六届三中全会文件开始准备的时候推出第五期封面专题《新总理肩上的担子有多重》，全面解读本届政府面对的主要经济问题。现再综合专家意见，形成本期封面专题《我为总理提建议》，主动地在党中央征求对三中全会文件的意见之际，为总书记献计、为新总理献策。
