水利经济问题还处于研究阶段,研究水利经济是水利工作的基本功。提高水利经济效益是贯彻党的十二大精神、开创水利建设新局面的主要措施。今天仅就水利经济的概念、水利经济效益的特点、水利经济效益考虑的范围、土石坝挡水水库防洪标准和征收水费等问题,谈一些粗浅看法,供同志们研究水利经济问题时参考。
Water conservancy economy is still in the research stage, and research on water conservancy economy is the basic work of water conservancy. Improving the economic benefits of water conservancy is the major measure to implement the spirit of the 12th CPC National Congress and create a new situation in water conservancy construction. Today, only on the concept of water conservancy economy, the characteristics of water conservancy economic benefits, the scope of water conservancy economic considerations, flood control standards for embankment dam water reservoirs and water charges and other issues, to talk about some superficial views for comrades to study water conservancy issues for reference.
